IBC / Billings and Collections - National Park Service Restitution or Damages
About this form
This form provides two payment options. Use this form to make either 1) criminal restitution payments, or 2) payments under the System Unit Resource Protection Act (SURPA) for costs and damages to the National Park Service (NPS) as described below.
Criminal Restitution
Criminal restitution payments are those that a defendant is required to pay pursuant to a judgment, restitution order, plea agreement, or other agreement, etc. from a United States District Court or with the United States Attorneys Office for damages caused to a NPS resource. When these documents are available, they may assist when completing this online form.
Criminal restitution payments made via pay.gov may only be accepted from individuals who are not prohibited by the terms of their court order or agreement to make payment in this manner. This system allows for payments using bank account (ACH), credit or debit card, PayPal or Venmo. If the defendant intends to pay using PayPal or Venmo, payers should ensure they are not restricted by court order or agreement from using these options to make their criminal restitution payments. Payers should also ensure they are not restricted by court order or agreement if they intend to make recurring payments.
If you intend to make recurring criminal restitution payments, setting up an account with pay.gov may assist you with the process.
SURPA Costs and Damages
Payments for SURPA costs and damages are those that a responsible party is required to pay based on either a demand from the NPS, resolution letter, or a settlement agreement with the NPS. When these documents are available, they may assist when completing this online form. Recurring payments are not authorized.
PAYMENT MUST BE THE FULL AMOUNT OWED UNLESS PRIOR AUTHORIZATION HAS BEEN GIVEN BY THE UNITED STATES.
